COURSES AVAILABLE
TTM Worker
Qualification:
NZQA Unit Standard US31958
This is your first step in the TTM industry. You will be trained and competency assessed to ensure you can work safely on a roadworks worksite as part of a TTM crew. A TTM Worker can assist in setting up, maintaining, and packing down a TTM worksite. A TTM worker requires supervision by an STMS or T.M.O at all times when working on the road.
Course prerequisites:
None
Through a combination of mixed theory, practical training and assessment, this course covers:
- The TTM Worker role and responsibilities
- The correct PPE to be worn at a worksite
- The no go zones at a worksite
- The framework for a TTM worksite
- About the Traffic Management Plan (TMP)
- Manual handling/lifting of TTM equipment
- Setting out TTM equipment
- Using a Stop/Go paddle
- Using radio communications
- Acting as a ‘spotter
- Interacting with people.
Duration: 1 day
Cost: $450 + GST
Anyone involved in setting up, maintaining, packing down a TTM worksite or wanting to progress to higher qualified roles in the TTM framework.
T.M.O. – Non practising
Qualification:
NZQA Unit Standard US31959
This is the theory required before you begin to take on responsibility on a TTM worksite. A T.M.O. – Non Practising is a stepping stone to the T.M.O. – Practising warrant. The T.M.O. – Non Practising cannot do any more on site than a TTM worker.
Course prerequisites:
Successfully awarded TTM Worker (US31958)
Through a combination of theory, training and assessment, this course covers:
- How to maintain existing static worksites within the current phase while the STMS is away from worksite
- How to undertake roadside and shoulder activities
- How to undertake inspection activities.
Duration: 1 day
Cost: $399 + GST
Anyone progressing through to T.M.O. – Practising and beyond.
T.M.O. – Practising
Qualification:
NZQA Unit Standard US31960
This is where you will show you are competent in the theory covered in the T.M.O. – Non Practising after working with your TTM mentor. A T.M.O. – Practising can set up, manage, and pack down a shoulder closure and manage a closure in the live lane. They will require a practising STMS to be on-site to set up, alter, or pack down any closure in the live lane. A T.M.O. – Practising can also complete inspection activity on the road.
Course prerequisites:
Successfully awarded T.M.O. – Non practising warrant and worked with a mentor to complete US31960 verifications.
Through practical assessment in a live environment, this assessment evaluates:
- That trainees show they are competent in situations they will be working in. They will be required to show competency in:
– Setting up and packing down a shoulder closure
– Maintain an alternating flow closure
– Complete an inspection activity on a Cat A road.
Duration: 2 days
Cost: $1,295 + GST
Anyone undertaking work in the shoulder, managing a TTM worksite with support of an STMS. Also, for anyone completing inspection activities.
STMS Universal
Qualification:
NZQA Unit Standard US31961
This is the theory required before you progress further into either practising or non-practising TTM roles on a TTM worksite. An STMS-U is a non-practising warrant and a stepping stone to Practising STMS Roles such as Cat A/B practising or Non-practising Roles such as TTM Planner or Auditor. An STMS-U cannot set up or pack down a TTM closure in the live lane.
Course prerequisites:
Current TMO or;
Current TMO-NP or;
Current TC or;
Current TC (I).
Through a combination of theory, training and assessment, this course covers:
- How to assess risk on a worksite
- How to lead and give direction to crew and visitors
- How to locate information in the TMP
- Understanding the principles of TMP implementation
- Understanding contingency plans
- Understanding the worksite layout distances
- How to complete TTM briefings
- How to complete onsite paperwork.
Duration: 2 days
Cost: $650 + GST
Anyone progressing to practising STMS Roles such as Cat A/B Practising or Non-practising Roles such as TTM Planner or Auditor.
STMS-NP (Cat A/B)
Qualification:
NZQA Unit Standard US31962
Further theory training on both Cat A and Cat B road environments. This prepares you for further practical training with your mentor and practical assessments. An STMS-NP (Cat A/B) is a non-practising warrant and a stepping stone to STMS-P (Cat A/B). An STMS-NP (Cat A/B) cannot set up or pack down a TTM closure in the live lane.
Course prerequisites:
STMS universal or;
STMS of any level expired for more than 12 months or;
STMS of the relevant category expired for more than 12 months.
Through a combination of theory, training and assessment, this course covers:
- The key requirements for Category A and B roads.
- How to locate information in the COPTTM relating to Category A roads.
- How to prepare for your practical assessments.
Duration: 2 days
Cost: $650 + GST
Anyone progressing through to STMS-P (Cat A/B).
STMS-Verifications (Cat A/B)
This is where you will work with a mentor who will verify you are ready for the next step in completing your STMS Cat A/B Practising Assessment.
2 of the following must be verified by your mentor before the assessment on both a Cat A and a Cat B road:
– Shoulder closure
– Two lane diversion
– Multi lane closure.
Course prerequisites:
Successfully awarded STMS Cat A/B – Non practising warrant.
Trainees are required to show they are competent in situations they will be working in, including:
- 2 of the following must be verified by your mentor before the assessment:
– Shoulder closure
– Two lane diversion
– Multi lane closure.
Duration: 2 days

Anyone who is required to set up, alter, and pack down TTM closures on Cat A roads (60kph and under) and Cat B roads (70kph and over) and wants to progress to the next step of STMS-Practising
STMS-Practising (Cat A/B)
Qualification:
NZQA Unit Standard US31963
This is where you will show you are competent in the theory and verifications covered in the STMS Cat A (60kph and under) and Cat B (70kph and over) after working with your TTM mentor/verifier. An STMS-P (Cat A/B) can set up, alter, manage, pack down any TTM worksite closure on Cat A and Cat B roads. They can also oversee T.M.O. with delegated authority.
Course prerequisites:
Successfully awarded STMS Cat A/B – Non practising warrant and worked with a mentor to complete US31963 verifications.
Through practical assessment this course evaluates:
Trainees are required to show they are competent in situations they will be working in, including:
- Alternating flow closure will be completed for your final assessment for both Cat A and Cat B road environments
Duration: 2 days

Anyone who is required to set up, alter, and pack down TTM closures on Cat A roads (60kph and under) and Cat B roads (70kph and over).
STMS-R NP (Cat A/B)
Non-Practising
Qualification:
NZQA Unit Standard US31963
This is refresher training for an existing or recently expired STMS to prepare them for practical assessments. A STMS-R NP (Cat A/B) is a non-practising warrant. The practical assessments for each category of road they will be working on is required to set up on the road. An STMS-R NP (Cat A/B) cannot set up or pack down a TTM closure in the live lane.
Course prerequisites:
STMS of any level current or expired no more than 12 months or;
STMS of the relevant category (A for A refresher, B for B refresher) either current or expired no more than 12 months.
Through a combination of training, theory and practical assessment this course teaches:
- The changes to CoPTTM to allow implementation of stage 1 of the rollout of the Waka Kotahi training and competency model
- What on-site STMS need to do to prepare for their practising assessment.
Duration: 1 day
Cost: $399 + GST
Anyone wanting to refresh their STMS qualification and continue to set up, alter, and pack down TTM closure on Cat A/B roads.
Inspector
Qualification:
N/A
The Inspector Training course combines theory and practical, and covers the requirements for anyone undertaking inspection or roadside activities. The Inspector is a stand-alone warrant that allows the holder to complete non-invasive activities where workers are on foot and have minimum interference with road users.
An Inspector can complete activities on foot, protected by the controls of:
- Inspection activity
- Roadside act
An inspector may only proceed with inspection activities if the control of inspection activity or roadside activity sufficiently manages the risk.
Duration: 1 day

- observations
- installing traffic count equipment
- removal of litter
- cleaning signs etc
